Tay Valley pays court ordered settlement of $25,000 to Blueberry Creek school in addition to paying a $65,000 in the fall of 2025.

TVT Staff Policies and enormous compensation increases costs TVT Tax Payers Millions

 

TVT has approximately 4300 residences.

 

Legal expenses over a 7 year period are 250% higher than comparably sized municipalities.

 

TVT 9 year vindictive persecution of Blueberry Creek School has cost TVT taxpayers more than $500,000. TVT has also been court ordered to pay two awards of $65,000 and $25,000 in damages to the school in the last 12 months.

 

TVT policy on TVT owned but unassumed roads, not supported by legal precedent, has cost taxpayers $100,000 alone in a 2024 Ontario Land Tribunal (OLT). Staff, when faced with a court challenge agreed to virtually all resident objections. Council did not question TVT walking away after investing in excess of $100,000 in 2024 this one item. Thus does not include legal fees of individual resident Superior Court actions. As the court date approaches TVT then grants the permit only if the resident signs a nondisclosure agreement. TVT Staff, citing false legal necessity, submitted a 2024 study resulting in a one time increase in Administrative Staff compensation of 66% (over $400,000) with no new hires. The 92% of the 2025 tax levy 7.5% increase was due to this one item. Staff denied Council access to the entire study. CAO Amanda Mabo is paid more than 91% of all Ontario CAOs in 2024. TVT Council did not compel TVT Staff to release the full study. 

 

TVT 2025 budget repeated states that salary increase were 3.5% in 2024. No mention is made of the 66% increase in Administrative Staff Compensation with no new hires.

 

TVT Planner Noelle Reeve has submitted grossly false and deceptive reports and public statements unsupported by facts.

 

TVT Public Works Manager has lied to the public to justify no action or advice in an emergency situation on a TVT owned road.

 

TVT CAO/Clerk Amanda Mabo as chief returning officer unlawfully interfered in the 2018 municipal election campaign of one candidate. She defended her action by quoting Municipal Election Act sections that she fabricated. Council has no questions.

 

Tay Valley Residents Deserve Respect.

Resident Cathy Anderson’s statement regarding behaviour of Deputy Reeve Fred Doobie at August 12, 2025 Council meeting.

 

“He then veered off into comments about rising property values and anticipated MPAC reassessments, seeming to become increasingly agitated both visibly and vocally. He stared at us steadily, and gesticulated towards us with his index finger pointing in our direction. With an elevated voice and tone, he said ‘You people living on lakes had better be prepared for big increases in your MPAC assessments’. He further stated, ‘You’d better be sitting down when you open those envelopes’, and he warned us, ‘Don’t come crying to me when your taxes go up!”

August 19 Update

This site has received inquiries with regard to the Councillor Judy Ferrell election interference. More research into this topic reveals disturbing information.

Briefly:

In 2017 Councillor Judy Ferrell was accused by an anonymous complaint of leaking confidential documents to the public that revealed CAO Donaldson had lied, in writing, to Council. Tony Fleming, TVT Integrity Commissioner, referred the case to a colleague. Councillor Ferrell was convicted by the IC. Results were released 4 days before the 2018 municipal election. The IC investigation was biassed and refused to consider all the evidence especially time stamped emails. A review of the process is here.

During the 2018 municipal election campaign a campaign worker of Councillor Judy Ferrell, Janet Smith, was called by TVT Clerk, Amanda Mabo. Ms Mabo informed Janet Smith that she was in violation of the Municipal Election Act because Janet Smith was calling voters at home to get out the vote. Ms Mabo explained that since you could vote at home, this was a violation, because a campaign worker was contacting voters at a polling station ( The voter’s home). Clerk Mabo claimed she had received legal advice supporting her action. Clerk Mabo never revealed the source of her legal advice. As town clerk , one of the proscribed duties is to supervise and certify elections.

TVT CAO Amanda Mabo rewrites the Ontario Municipal Election Act to serve her purposes.

 

TVT Clerk Amanda Mabo sent the following communication to all 2018 election candidates unlawfully interfering with the 2018 Municipal Election.

URGENT

Please be advised that it has been brought to my attention that a Candidate(s) and/or their campaign team has been making phone calls to electors asking "how'd you vote?" or "how are you going to vote?".

 

Section 49 (2) (b) of the Municipal Elections Act, 1996 states that:

No person,

(b) shall obtain or attempt to obtain, at a voting place (for internet/telephone voting place includes a person's home), information about how an elector intends to vote or has voted.

 

Section 94 of the Municipal Elections Act, 1996 states:

94 A person who contravenes any provision of this Act or a regulation under this Act or a by-law passed by a municipality under this Act is guilty of an offence.

 

As a result, in accordance with Section 49 (2), the Municipality is putting ALL Candidate(s) and/or their campaign team and any other person on notice that this must stop immediately.  Failure to do so is an offence under the Municipal Elections Act, 1996 and is subject to penalty.

The act actually states:

(2) No person shall,

(b)  obtain or attempt to obtain, at a voting place, information about how an elector intends to vote or has voted;

TVT Clerk Amanda Mabo inserted the highlighted red material in her information to Councillors. She intentionally violated the substance of the Ontario Municipal Act. Amanda Mabo rewrote the Ontario municipal Act to serve her needs. This was intentional. Amanda Mabo cited she had guidance from a lawyer. The obvious choice would be TVT solicitor Tony Fleming.

The unlawful election tampering of Amanda Mabo violates the integrity of the 2018 election and questions the results of the 2022 municipal election and the approaching 2026 election Five members of Council (Majority) are needed to support action of Staff. Reeve Rob Rainer sees no problem with the conduct of CAO Amanda Mabo despite the irrefutable facts.

​​​​This is not the only time CAO/Clerk Amanda Mabo has manipulated the Ontario Municipal Act.

 

​​In the 2018 revision of TVT Procedural bylaws, Amanda Mabo removed an important duty of the Reeve as mandated by the Ontario Municipal Act. She eliminated section 225 c(1). This duty forces the Reeve to impress upon councillors the importance of section d and d.1 in red below. These conditions directly related to the importance of maintaining Openness, Transparency and Accountability in municipal government. CAO Mabo lobbied councillors to make this change despite strong objections of some Councillors.

Your TVT page is once again misrepresenting information and misquoted the CAO in reference to the $200, 000 legal fee or 10% and her telling Robyn "you do you". Those were MY words on a FB post from May 3rd NOT the CAO words. Could you please correct this with an apology to the CAO. You can even post this email showing that I am assuming responsibility.

 

Because it was on FB and I do not believe in hiding behind keys and airing one grievance's publicly I did not go on and on. Whereas Ms. Robyn could do so for many times over. That's why I wrote "you do you". 

 

I've attached just 2 pieces of wording you can use to get more concrete information around legal fees for municipalities. This is where I got the $200, 000 from. You and TVT accountability assistants can use these wordings, which I have not altered, to find more information on the web.

Directly applying them into AI mode is best.

 

This $200 000 amount is from larger more strenuous cases brought forth by residents (i.e. OLT cases), which is in the literature (AMO, ROMA).
